The Statement of Allah تعالى: "Verily one-fifth (1/5th) of it is assigned to Allah and to the Messenger ﷺ ..." (V.8:41)
It means that Allah's Messenger (ﷺ) ﷺ had the authority of distributing it (i.e., the fifth share), for Allah's Messenger (ﷺ) ﷺ said, "I am a distributor and a treasurer, and Allah is the Giver."
